An External Attributes policy must be enabled and configured before using the policy for fetching attributes from external sources.
Click Devices > Identity Servers > Servers > Edit > External Attributes.
Select the policy and click Enable.
To create a new policy, click Manage Policies.
After enabling or disabling policies, update Identity Server configuration on the Servers tab.
