Follow the procedure to customize the title of the User Portal:
Create the customized file named nidp_custom_resources_en_US.properties.
Copy the properties and assign the desired values that need to be changed.
Copy the properties file to Identity Server location, which is /opt/novell/nam/idp/webapps/nidp/WEB-INF/classes.
Restart the Identity Server and check the User Portal page title.
