The security key for the named PCT entry has a value of zero. When security is turned on the transaction will cause a violation.
Re-run dfhpcupg with the /z option to automatically reset all PCT zero security-key entries to have the '01' key turned on,
or alter the value manually using the Resource Definition Facility (dfhrdef).
