Specifies a high-level qualifier for dynamically allocated data sets created by MFA Server to hold input files during the
staging process. For those sites where the logged in users may not have the authority to create transient files using their
USERID as the high-level qualifier, there is a configuration parameter to set that high-level qualifier to some other value
where all users have READ/WRITE/ALTER access.
