This can occur if the REXBASE environment variable has not been set to the rex trunk location.
If this error occurs when running under IIS, ensure that the REXBASE environment variable is set in the system environment space. Environment variables expand at execution time rather than region startup time. Previously it would need to be set in the seestart or MMC environment space.
