This configuration variable allows you to turn off the actions of ECN-4273. This change was introduced to fix a problem where the Web thin client screen was occasionally not getting updated in some cases; however, in some of those cases, this fix introduced some screen flickering.
By setting this variable to 1 you are able to turn off that previous change if you find the screen flickering unacceptable.
