You can restrict access to Toolbar setting, and, in doing so, restrict access to the Toolbar editor. If you clear the check box for the Toolbars command in the Security Action dialog box, the command will no longer be available from the View menu.
Setting toolbar security
From the Options menu, choose Security.
The Security dialog box appears. Select the security scheme you want to edit. The name of the security scheme is listed in the Scheme field. Click Browse if you want to select a different scheme.
Choose the Options tab.
If asked for a password, enter the password in the Security Password dialog box, then click OK.
From the Category list, choose View.
In the Commands list, clear the Toolbars check box.
To save the scheme, from the File page, click Save As.
