Return false this is not a metaclass. Create and return an instance (lnkNewObject) of the MessageFileHandler class, by specifying the logical language library name (lnkLanguageLibrary (see below) and the language filename (lnkLanguageFilename).

The logical language library name can be any National Language library, without the suffixed two-digit language code that is used to determine which message catalog is opened.
