28873 - Depot Explorer enhancements

The Depot Explorer, introduced in Release 2013.3, has been enhanced to support new functionality:

• Creating streams and workspaces.
• Changing streams.
• Reparenting streams and workspaces.

Note that depot explorer trees are not saved when you close Visual Studio.
