The host is presenting a self-signed server certificate that is not in the Trusted Root Certification Authorities list of your Window's certificate store.
The options are:

Accept the certificate and add it to your trusted root list. The host will be authenticated with this certificate in subsequent connections and this dialog box will not appear again unless the certificate is removed from the list. NOTE:The accepted certificate is saved to your user-specific certificate store. If your system administrator has configured a global certificate store, certificates in your personal store are not used and you will continue to see this prompt. |
