Make sure that this file exists on the XDB Server, that it is in the correct directory (as reported by the file's path in this message), and that there is nothing preventing the server from accessing this file. For example, check that the drive on which the file is stored is available and operational, that the file is readable, and the file is in a directory that can be accessed by the XDB Server (check permissions).
