WE078: Invalid value `value` for QUOTES command in group `number`, `groupname`.

The syntax of this command is:

QUOTES = {Y | N};

If QUOTES is set to N, quotes will not be placed around character strings. If QUOTES is set to Y, character strings will be surrounded by quotes.
