The environment or installation is in a bad state.
There could be a number of reasons for this, and so you'll need to perform some troubleshooting. Some pointers for this are
ensuring that:
- The product is installed correctly.
- All product dependencies are installed.
- The COBDIR environment variable is set correctly.
