"Affected_Resource" name, but no previously executed tool returned a logical
resource name within a tool-defined resource operation.

resource name in the "Action Descriptor has Tool" relationship or in the output
of the executed tool. Remove the attribute from the relationship if it was not
intended to be used.
- Verify that a tool
which returns the logical resource name is executed before the tool which
returns the error message.
