The element type is needed to create an element list entry. It can fail
for the following reasons:
- The output file parameter
configured by the tool that creates the element list does not return the value
of the element type property, or the element type property is not configured as
an output file parameter.
- A tool defined resource
processing that creates/updates elements does not return the value of the
configured element type.
