COBCH1972 "AS FIXED LENGTH" required for DYNAMIC LENGTH parameter

The CALL statement has a DYNAMIC LENGTH item that is incorrectly defined.

A dynamic item may only be specified as a CALL parameter if the FIXED LENGTH clause is specified to indicate an associated length.
