You need to install the Microsoft Azure support inside Visual Studio before you can develop applications for COBOL on Microsoft Azure. You can do this when you install Visual Studio for the first time - enable the Azure development workload during the installation. Also, you can add it to Visual Studio if this has already been installed - see Software Requirements for help.
