Enabling the Create Users privilege allows the group granted the privilege to add new users to a specific database group in the catalog and to delete existing users from a specific group.
Because the Create Users privilege is granted only for specific groups, it is possible to have specialized administrators of the database. For example, there could be a SalesAdmin group that is granted the privilege to create new users only for the Sales group. The director of sales would then be made a member of the SalesAdmin group so that the director could add users to or delete users from the Sales group without having to request such changes from the main administrator.
